Through ullas.education.gov.in portal, learners can access ULLAS Primers, which cover basic literacy, numeracy, digital, and financial literacy. The portal also facilitates self-registration for both learners and volunteers, streamlining the process of participation. With a user-friendly interface and integration with the ULLAS Mobile App, the portal is central to achieving the program’s goal of widespread literacy and empowerment across India.
Ullas Education Portal for Online Teaching Learning Scheme
ULLAS – Nav Bharat Saaksharta Karyakram, also known as the New India Literacy Programme (NILP), is a centrally sponsored initiative in line with the National Education Policy (NEP) 2020. This program is designed to empower individuals aged 15 and above who missed out on formal education, regardless of their background. By providing them with literacy and skills training, the initiative seeks to help them integrate into society and actively contribute to the nation’s development.
The ULLAS Online Teaching-Learning Scheme is an innovative initiative aimed at promoting digital literacy and education for adults who missed formal schooling. Launched under the Nav Bharat Saaksharta Karyakram, also known as the New India Literacy Programme (NILP), this scheme leverages digital platforms to provide accessible and flexible learning opportunities. It focuses on enhancing literacy, numeracy, and essential life skills, empowering learners to integrate into society and contribute to economic growth.
Salient Features of Scheme
- Under the ULLAS initiative, the definition of literacy has expanded beyond just the ability to sign one’s name. Now, learners are considered literate only when they can functionally read, write, and perform basic arithmetic operations. This also encompasses digital and financial literacy.
- ULLAS is driven by the spirit of volunteerism, or “Kartavyabodh,” transforming it into a citizen’s movement, or Janbhagidari. Community involvement is key to its success, with the goal of empowering every individual in the country with the light of literacy, summarized by the motto “Jan Jan Saakshar.”
- The scheme operates in a hybrid mode, both online and offline. Learners and Volunteer Teachers (VTs) are identified and registered through the ULLAS Mobile App or Portal. States and UTs have the flexibility to undertake innovative activities under this scheme, with foundational literacy and numeracy being imparted through critical life skills to non-literate individuals aged 15 and above.
- ULLAS materials are available in 22 languages, including Hindi, Bengali, Tamil, and Urdu. Literacy assessments are conducted in local schools using the FLNAT, twice a year, or on-demand by States/UTs. Upon successful completion, learners receive a literacy certificate co-signed by NIOS and DoSEL.
- The scheme encourages CSR and philanthropic support for ICT resources, volunteer involvement, and providing IT access to economically disadvantaged learners. Priority is given to girls and women, SC/ST/OBC/Minorities, persons with special needs, and marginalized groups, especially in districts identified as aspirational by NITI Aayog or with lower literacy rates.
Ullas Portal Mobile App
As part of the scheme, learners are encouraged to access online content (ULLAS Primers) in their local languages via the ULLAS Mobile App and Portal, which offer material in 22 languages. Both learners and volunteer teachers can easily register through the self-registration option available on the ULLAS App, accessible on both Android and iOS platforms.
